Construction content: With a total investment of 7 million yuan, the existing factory area of Wuyi County Huirui Enterprise Management Service Co., Ltd. located in the hardware and machinery industrial functional area of Tongqin Town, Wuyi County will be rented as the production plant area, and production equipment such as water expansion machine, ultrasonic cleaning machine, polishing, and painting will be purchased to build a production capacity of 2 million thermos cups.

III. Prediction of major environmental impacts

1. Atmosphere

According to the prediction results, when the project is operating normally, the degree and scope of impact of pollutants emitted by various pollution sources on the surrounding environmental sensitive points and regional environmental air quality are within an acceptable range, and the impact on the surrounding environment is not significant.

2. Wastewater

Realize rainwater and sewage diversion. Production wastewater is treated by the sewage treatment station in the factory, and domestic sewage is pre-treated by the septic tank. After the wastewater meets the third-level standard in the "Comprehensive Sewage Discharge Standard" (GB8978-1996), it is discharged into the Wuyi County Second Sewage Treatment Plant through the local sewage pipe network for treatment, and finally discharged into the Wuyi River. The main pollutants in the wastewater are easily degradable pollutants such as COD and ammonia nitrogen, which are compatible with the treatment process of the Wuyi County Second Sewage Treatment Plant. Therefore, the project wastewater is piped into the Wuyi County Second Sewage Treatment Plant for treatment after pretreatment to meet the standards, which will not cause impact on the normal operation of the sewage treatment plant.

3. Solid waste

Collection measures (classified collection, timely removal, etc.) have been taken into account for the solid waste generated by the project. The disposal methods are mainly outsourcing and comprehensive utilization. Under the condition of establishing and improving the solid waste management system and strictly implementing it, it will not have a significant impact on the external environment.

4. Noise

The prediction results show that after the project is completed and put into production, the maximum noise contribution value of each factory boundary during the day can meet the requirements of Class 3 and 4 standards in the "Environmental Noise Emission Standards for Factory Boundaries of Industrial Enterprises" (GB12348-2008), and the sound environment quality of the factory boundary can maintain the status quo, and will not cause adverse noise impacts on the environment.

IV. Main environmental protection measures, environmental risk prevention measures and expected effects to be taken

1. Ambient air

Painting adopts a water curtain spray booth. The paint exhaust gas passes through the water curtain and enters UV photolysis + activated carbon adsorption treatment and is then discharged at a height of more than 15m; the drying exhaust gas is collected and then treated by UV photolysis + activated carbon adsorption and then discharged at a height of more than 15m; the hot air furnace flue gas is discharged at a high altitude; the workshop ventilation is strengthened; the screen printing exhaust gas is treated by UV photolysis + activated carbon treatment device and then discharged at a height of 15m from the exhaust pipe; the polishing dust is collected and treated by water flushing dust removal facilities and then discharged at a height of 15m from the exhaust pipe. The emission of paint exhaust gas, screen printing exhaust gas, injection molding exhaust gas, and polishing dust shall comply with the secondary standard of new pollution sources in the "Comprehensive Emission Standard of Air Pollutants" (GB16297-1996), and the hot air furnace flue gas emission shall comply with the gas boiler standard in Table 3 of the "Boiler Air Pollutant Emission Standard" (GB13271-2014).

2. Water environment

The project realizes rainwater and sewage separation. After being treated by the sewage treatment facilities in the factory, the water swelling wastewater, ultrasonic cleaning wastewater, and water curtain spraying wastewater are collected together with the domestic sewage treated by the septic tank and sent to Wuyi County Second Sewage Treatment Plant. After being treated to meet the standards, they are included in the Wuyi River. The collection standard implements the third-level standard in the "Comprehensive Sewage Discharge Standard" (GB8978-1996). The tailwater discharge of the sewage treatment plant implements the A standard of the first-level standard in the "Pollutant Discharge Standard for Urban Sewage Treatment Plants" (GB112368-2002).

3. Acoustic environment

By taking targeted noise pollution prevention and control measures, the noise can be discharged up to standard. The impact on the surrounding acoustic environment is small.

4. Solid waste

Hazardous solid waste is entrusted to qualified units for disposal; general solid waste is collected and sold to recycling companies; in addition, domestic garbage is uniformly cleared and transported by the sanitation department. The solid waste of the project is properly handled and will not cause secondary pollution to the evaluation area.

V. Preliminary conclusion of environmental impact assessment

The site selection of Wuyi Chuangshite Stainless Steel Products Co., Ltd.'s annual production of 2 million thermos cups relocation and technical transformation project meets the requirements of Wuyi County's environmental functional zoning, Wuyi County's urban master plan and land use planning. Pollutants can be discharged up to standard, the regional environmental quality can be maintained as it is, the project's pollutant emissions can meet the total control requirements, and the environmental risk level is within an acceptable range. The environmental impact of the project implementation is tolerable, the regional environmental quality can be maintained as it is, and the relevant requirements of the "three lines and one list" are met. Therefore, from an environmental protection perspective, the implementation of this project at the proposed site is feasible.
